Overview

The New York City Department of Housing Preservation and Development (HPD) has announced the release of a competitive Request for Proposals (RFP) seeking plans to redevelop two sites in East Harlem that will include affordable housing alongside retail and community services.

The redevelopment site is located in the current East Harlem Multi-Service Center, located at 413 East 120th Street in Manhattan. The building currently serves as a hub for 12 non-profit community-based organizations. Winning proposals will include 100 percent affordable housing and new community/office space. Further, a minimum of 30 percent of the housing must serve formerly homeless households.

Also included in this RFP are plans to redevelop the New York Police Department (NYPD) 25th precinct parking lot located on the east side of Park Avenue between East 118th and East 119th Streets. The 75-space lot is currently used as storage for vehicles by the NYPD. Development proposals for this site should include 100 percent affordable housing and a new parking garage for NYPD vehicles. 

Questions & Timeline

A pre-submission conference will be held on Thursday, September 5, 2019 at 4:00pm at 125 Worth Street. Attendance is strongly recommended.

The deadline for RFP submissions is November 26th, 2019 at 4:00 PM.
