Colorado OADC Website Development and Design RFP
The OADC seeks to update and improve its online presence by creating a new website utilizing an intuitive website-building platform. The goal is to make the site more intuitive, accessible and informative to the public and provide a more user-friendly experience for the OADC’s 1,500+ contractors who access the website for necessary information. This procurement presents an opportunity to reimagine the user experience and introduce innovative features that align with the OADC’s evolving needs and objectives. The vendor must design and develop a website to maximize user satisfaction while expanding the website’s capabilities to cater to the intended audience.
Background
The OADC’s website (also referred to as the “Informational Website” as accessible via https://www.coloradoadc.org/), utilizes Joomla’s custom code structure, with data stored in a MySQL database. Overall, the website currently has the following functionality and content available to the public:
- Homepage
- About Us
- FAQs
- Information (aka ‘Forms and Procedures’ page)
- Links
- Contacts
- Search
- Events
- E-library
- Experts
- Training
The site currently integrates with a number of tools utilized by various team members at the OADC, including:
- Airtable to present data within a table format.
- ACYMailing to provide automated email contact information collection.
- CloudFlare for security integration is utilized for DNS Management.
- Dropbox to store large documents and provide training video links.
- FormSite to collect contractor information.
- Loom for contractor onboarding training video links.
- OADC Software to navigate between resources available to contractors on the website and the software to track work completed.
- Payport Software from SIPA to process payments for training courses via the state payment process.
- TalentLMS to provide courses to contractors for general and CEU education purposes. (Note, new website should provide this functionality as opposed to integrating).
- Zoom to provide live webinars and training.
- Sharepoint to host and share documentation and policy updates.
Nameservers utilize Cloudflare managed by OADC, and security integrations include HG Firewall, ModSecurity Tools (cPanel/WHM), Sucuri malware monitoring, and Cloudfront CDN.
Scope of Work
The project encompasses a comprehensive approach spanning multiple phases and considerations. Vendors should be prepared to analyze the current website, understand the OADC’s stakeholders’ needs, and design, develop, test, and implement a solution in scope. In all, the OADC envisions a website that provides the following functional enhancements:

It is important to emphasize simplicity and ease of use for OADC staff members and the end users accessing the website. The OADC staff and contractor users have granular login permissions that allow them to access various parts of the website, including but not limited to a contractor profile database, e-library, training courses, government misconduct database, and forms and procedures. The public-facing content includes but is not limited to OADC contact information and FAQs. OADC staff and contractors use applications and tools such as Joomla, Formsite, Airtable, Dropbox, SharePoint, Zoom, TalentLMS, and an external e-library to accomplish tasks on the current website.
