California DMV’s Digital Platform RFP

The California Department of Technology is soliciting bids from qualified firms specializing in system integration. Their intention, as outlined in the RFP, is to modernize the Department of Motor Vehicle’s (DMV) Vehicle Registration (VR) and Control Cashiering (CC) Systems. This RFP is Phase 2 of the DMV’s Digital eXperience Platform (DXP) project.

In brief, DXP’s Phase 1 established an enterprise-level software as a service (SaaS), Salesforce, to modernize the DMV’s Occupational Licensing systems, processes and services. Although closed, bidders can view the Phase 1 RFP and gain a better understanding of the overarching project goals and outcomes.

The solutions provided for DXP’s Phase 2 will “leverage industry best practices to deliver intuitive and customer centric services”. The system integration team will leverage flexibility, usability, scalability and supportability to seamlessly support changing business and customer needs. Furthermore, replacing the legacy system functionality for DMV VR business processes involves approximately 8,000 internal users and up to 50 million transactions annually. This is no small job, or RFP!

Submission Requirements

For this RFP, Bidders must follow a response approach that includes multiple submission and evaluation phases before being determined “qualified” by the evaluation team.

To start, bidders must meet the State’s minimum requirements of its first submission phase that include:

  1. Completing the vendor registration within the Pre-Qualified Vendor Application of Qualifications site
  2. Submission of Administrative, Technical and Narrative Approaches
  3. Bidder background information including Qualifications, Résumés, References
  4. A password-protected Cost Response document

Following, the Department’s evaluation team will advance the top two (2) highest-scoring Bidders to the second phase of this RFP.
