OADC Custom Software RFI

The Office of the Alternate Defense Counsel (OADC) is looking for a long-term partner relationship with a software development and support vendor that could last 10+ years.  The vendor and the developed OADC custom software system must be reliable, agile, and responsive. The vendor must be adaptable to the organization’s ongoing growth and changing needs. Future additional technologies and databases might be needed that must also interface with this developed system.

Background

The following list briefly summarizes the four (4) separate systems that the OADC currently uses to address billing, reporting, and processing needs: 

  • Court Appointed Attorney Payment System (CAAPS): The OADC uses this system to bill, review billing data, adjust payments, and audit. For more information on the CAAPS platform, please visit this website here
  • Municipal Appointed Attorney Payment System (MAAPS): The OADC uses MAAPS similarly to CAAPS but for contractors entering invoices for municipal cases. Contractors will bill using the MAAPS system for specific jurisdictions in Colorado. 
  • Contractor Availability and Management Portal (CAMP): The CAMP system serves as the primary database for the OADC, overseeing the tracking of contractor availability, contracts, and other pertinent data. The OADC utilizes CAMP for informational purposes only. The organization would also like this information easily accessible within the new OADC custom software. 
  • The Expert Database: The Expert Database serves as an autonomous repository for storing contractor information, consolidating it into a single, centralized location. This system allows contractors to explore experts by category, view their availability, and access relevant information. Additionally, the Database features an internal ranking system that aids users in identifying the most suitable expert for their needs. The OADC also seeks to migrate all existing data from the Expert Database into the new OADC custom software.

Scope of Work

The OADC seeks custom software to allow all OADC contractors to input, view, and manage daily billing and case/appointment information efficiently, amongst other functions. The OADC staff responsible for reviewing and approving funding requests, provisioning users, and paying contractors will work with the software.

Additionally, the OADC would like to integrate our informational website into the new OADC custom software if possible.  Therefore, data access and compatibility with the Informational Website would be required as a feature of the new software.  

While CAAPS coordinates some information exchange between each of the systems, the OADC wants to investigate options for one (1) streamlined system that integrates the required functions of all four (4) systems currently in use. Since the OADC has determined that custom software is needed, the OADC is searching for a solution that provides expansions of the current functionality, including:

  • Training Materials
  • Connectivity with CORE
