Washington Broadband Professional Services RFP

Washington State will distribute roughly $1.2 billion in BEAD funds over the next five years for broadband services. The County is looking for a consultant who can help Pierce County coordinate projects and apply for these funds during the 2024/2025 funding period. If successful, these funds could bring an essential service to nearly 14,000 homes within unincorporated Pierce County that are underserved or unserved under the FCC definition of Broadband.

Scope of Work

Pierce County is seeking consultant services to coordinate the Washington State Broadband Office’s (WSBO) Broadband Equity Access and Deployment (BEAD) grant process. The consultant will:

  • Manage the process for challenges to Pierce County’s WSBO Broadband Service Location Map;
  • Work with ISPs to find locations eligible for public and private partnerships;
  • Coordinate the application process for BEAD funds;
  • Attend regular meetings with County stakeholders and Broadband staff; and
  • Track and provide status updates, reports, and presentations as requested by the County.

The expected workload will vary throughout the contract term, but the County estimates a range of 20-40 hours per week. Pierce County does not have a preference between an individual consultant or team of consultants, as long as the proposal does not exceed the maximum funding.
