The Challenge

Taurus wanted to compete for a federal solicitation from the Federal Emergency Management Agency (FEMA) that would provide a contract for over seven years and be worth over $285 million. The value and size of the opportunity were clear, and even better, Taurus was able to meet all the requirements of the solicitation. However, responding to a federal solicitation can be extremely time-consuming and overwhelming for organizations. After all, bids require numerous intricate details and extensive amounts of information. 

The Scope of Work alone was 85+ pages, and the solicitation document was nearly 100 pages. So, multiple eyes were required since a single detail could ultimately disqualify the firm from winning an important contract. Furthermore, with so many stakeholders working on various components of the complex solicitation, Taurus needed one unifying voice throughout the proposal response.

With less than two months to complete the solicitation, Taurus knew they needed to find expert assistance and quickly. The Bid Lab was equipped for the challenge. 


The Solution

With a knowledge base of exactly how to tackle federal bids, The Bid Lab got to work. Alongside Taurus, The Bid Lab began to establish all the content needed for a complete response.

After each draft, we conducted content gap analyses to ensure we could meet the solicitation requirements. This way, we could ensure proper coverage and inclusion within the proposal. We then reviewed and restructured ways to incorporate all requirements from the scope of work and attachments into the page limit outlined in the solicitation. We also worked with the client to determine which content to cut and which content to restructure. Using tables, graphics, or flow charts, we saved space and presented the information in a more succinct, polished manner. Furthermore, our team reviewed the proposal for consistency from different contributors, highlighting any areas for improvement to maximize the proposal’s success. 

In the end, Taurus was able to check each requirement box to submit a fully compliant proposal, thanks to The Bid Lab’s guidance. With The Bid Lab’s RFP experts, editor, in-house designer, and knowledgeable project managers, Taurus won the bid. Subsequently, they obtained the contract to administer and service the NFIP Direct flood insurance business supporting more than 600,000 flood insurance policies nationwide.
